It is the most repeated advice in personal finance. What is scarce is the bridge between knowing and doing, and most budgeting apps are built for the far side of it. They open onto categories, charts and reconciliation, and they assume the person reading those things already knows what the numbers mean and what to do when one of them is too high. Financial literacy is treated as a prerequisite rather than as something the product might supply.
